The qualifications in order to complete Comprehensive Behavioral Health Assessments are dictated and strictly overseen by Medicaid. These qualifications are not subject to negotiation, but rather are defined by the Florida Medicaid Handbook. 2. Five years of experience working with children who:
a. Have been physically abused, sexually abused, and/or neglected
OR
b. Have been adjudicated delinquent and are committed and are emotionally disturbed.
3. Two years having worked with foster parents.
4. Two years of CEU's, trainings, conferences, or in-services that reflect that you are up-to-date and current within the field of working with
children and families with emotional disturbances (Such trainings should be of a clinical focus and should NOT be administrative in
focus. Please do not provide trainings on infection control, confidentiality, or how to bill particular services. Preferably, you should have
trainings that are oriented towards treating particular disorders and/or mental-health issues).
Licensed Clinicians
To complete a CBHA the assessor would need to do the following (at a minimum):
The rate of pay for CBHA's completed is $28 to $32 per hour depending upon the anticipated lost drive time (payable up to 20 hours for services rendered…with some exceptions imposed by any HMO plan). All services rendered are billable with the exception of drive time and duties which are considered administrative (such as making photocopies, preparing a file, filling out consent forms, etc.).
Please note that these reports are typed by the clinician in their home or office and that clinical interviews and other activities are scheduled at the discretion of the assessor. Please note that it is quite common that you would need to work around the daily schedules of others to complete the necessary tasks of the report. At a minimum level, you will need to be available during business hours in order to complete certain aspects of the report such as reviewing the child’s academic record and their child welfare file. If you are unavailable from Monday through Friday during regular business hours, on a consistent basis, you would not be able to complete these activities (and therefore would not be able to complete the CBHA).
Lastly, it should be noted that these reports require a significantly high level of skill in report writing as they are freestyle narrative reports that require adequate knowledge of Microsoft Word, “proofreading” and the proper use of grammar/spelling. Reports submitted that require significant editing or that need to be rewritten on a semi-consistent basis would very likely result in discontinuance of service.

- Licensed within the State of Florida has a licensed mental health counselor, a clinical social worker, a marriage and family therapist, or a psychologist.
- Two years of experience working with children who:
a. Have been physically abused, sexually abused, and or neglected.
OR
b. Have been adjudicated delinquent and are committed and are emotionally disturbed. - Two years of CEU's, trainings, conferences, or in-services that reflect that you are up-to-date and current within the field of working with children and families with emotional disturbances (Such trainings should be of a clinical focus and should NOT be administrative in focus. Preferably, you should have trainings that are oriented towards treating particular disorders and/or mental-health issues).
To complete a CBHA the assessor would need to do the following (at a minimum):
- A clinical interview of the child at their place of residence.
- A review of the child welfare file.
- An observation of the child within the community, home, and school environments (generally, their home and school or daycare).
- Review the child’s academic record (to the extent to which it's available).
- Do clinical interviews with biological parents (to the extent possible), current care providers, teachers, relatives, and other relevant historians.
